Situation

With an observed situation of estimated 7,000 homeless individuals in Belgrade facing social exclusion, health hazards, and lack of state support. ADRA as a major intervention providor in Serbia, there was a need for evaluating the relevance and effectiveness of ADRA's integrated services (WASH, medical care, legal/psychosocial support) reaching 1,000+ homeless persons.

Solution

As it pertained to the challenge, FIFE offered the necessary support using a convergent mixed-methods evaluation (219 beneficiary surveys, 13 KIIs, field observation of Drumodom mobile unit).

Objectives

  • 1 Evaluate relevance and effectiveness of ADRA's integrated services (WASH, medical care, legal/psychosocial support) reaching 1,000+ homeless persons.

Outcomes

  • Achieved 158% output target in basic services
  • Restored dignity to beneficiaries.
  • Established ADRA as Serbia's primary authority on homelessness.
